Kaieteur Block PSA

Dear Editor,

On Tuesday December 1st, 2020, it was reported in the Kaieteur News that VP Jagdeo made the statement, “… We made it clear that when they come for a production sharing agreement for the Kaieteur Block, (it would not have the same loopholes as those which exist in the Stabroek agreement). It would be a very different PSA. So they can’t transfer that or else it would be criminal…”

This statement seems to imply that the production sharing agreement (PSA) for Kaieteur Block is not signed. However, on the Oil & Gas Governance Network site we have a copy of the Kaieteur Block contract and there are a number of signatures on page 74 dated May 21st, 2015.

Can the government clarify if the Kaieteur Block PSA is signed? If it is, then which PSAs are not signed? And, for these unsigned PSAs, what are the new contract terms with respect to percentage of royalty, taxes and other concessions?
